All laws and codes – whether heavenly or earthly - have ensured human beings the right to live …. Despite severe living conditions, human lives remain the most important resource on earth.
the emigration of Iraqis to their neighboring countries in particular, and the wide world states generally due to current known circumstances, is not something imaginary, or an exaggerated image, or unprecedented move in the history of mankind and nations.
In fact, their arrival to most countries in the world was not merely an attempt to find an opportunity to work, or book a study seat, or for keeping barely alive; but the main target was to find an opportunity to stay a live.
And even a person was a way from his homeland, or lost a dear title, or an office, certificate or wealth, the most important thing is that he remains alive, as he is the capital of life and its returning chance again …..
He is the inexhaustible human resource, development pillar, the capital of civilization, the lively heart of life and its enlightened thought……
His mind plans, his heart feels, his hand builds, his feet confidently climb and ascend, his eyes look forward to the future….
And Iraqis, whoever severe their fall might be, are always ready to resume again, forgetting the past with all its pains and wounds …. Just the (homeland) …. It is before their eyes, their hearts beat its name, it occupies their mind, hoping to return to it after the expected upturn …….
Until this near upturn, the prospected hope, and the light which is looming at the tunnel end, Iraqi must work utmost their efforts to rise up and ascend …..
Almortaqa stands for and dreams to:
· Spread the sails of hope …
· Raise the development edifices …
· Extent the loving bridges which outstand over Tigris and Euphrates …
On their banks, skyscrapers and civilization will be …
And on their water surface, the innovation and originality stars will glitter…
· The towers of civilization decorate the streets with out any arrogance, simulating the mountains pride and the marshes blessings ….
· The depths of past, the present and the future …
· And the high ways linking among the people of a unified Iraq …
· The gardens enriched with fruits and flowers which painted with the unique Iraqi spectrum color …
· And the types of palms in all roads, as a slogan for this deep-rooted country …
This dream will become true some day …
It will be true, when we put hand in hand to achieve it …
It will be true, when we plan to it …
It will be true, when we feel by one soul, one heart and one spirit …
It will be true, if we do not neglect … Iraqis … wherever or whoever they are …
So the Iraqi emigrants and expatriates, in neighboring countries and the wide world, have to receive our development programs …
· Prepare the professional and free media man …
· Rehabilitate successful entrepreneurs and managers ...
· Then build the capacity of individuals to help them shift from improvisation to institutionalization … and from individualism to collectivization … from spontaneity to planning … from obscurity to clarity … from limitation to diversification of resources … from limited to widespread effect … and from marshal laws to legality.
For all this and within our own capacities,

It is a candle we light in building development … for the present and future of Iraqis, wherever they are …
For Iraqis immigrants in beloved Syria and precious Jordan …
We have pulled the trigger, lit a candle and opened a new page for a promising development.
The path is long and never easy, but the steps will walk through it for tomorrow's Iraq, for Iraq of civilization and the two great rivers.
